Banks asked to give special service to clients with disabilities

Bangladesh Bank has asked scheduled banks to give special service to their clients with disabilities including visual impairment so that they (the disabled) can conduct banking transactions easily.
The BB issued a circular to managing directors and chief executive officers of all banks on Tuesday asking them to appoint a focal person from their officials at every branch to give the service to the disabled including visually impaired.
The disabled will be allowed to operate their bank accounts by using their fingerprints and the banks will have to take step to give them special PIN codes for their cheques, the circular said.
The disabled will be allowed to open accounts with the banks with an initial deposit of Tk 10 and they will not be required to keep deposit of a minimum balance with the accounts.
The disabled will be allowed to transact through vouchers if the banks fail to give sufficient number of cheque books to them, the circular said.
The BB earlier asked the banks to disburse SME loans to persons with disabilities at 10 per cent interest under the central bank’s refinance fund.
The entrepreneurs with disabilities including visual impairment will get loans between Tk 10,000 and Tk 5 lakh from the scheduled banks under the refinance scheme of the BB.
The banks will get the fund at five per cent interest rate from the BB while the banks will disburse it to persons with disabilities at the highest 10 per cent interest rate.
The central bank will give 100 per cent refinance facility to the banks against their loan disbursement to the persons with disabilities if fund is available in the BB refinance scheme.
